            -:Who cares about the rules of the road:-
Roads are held swayed with chaotic traffic flouting the traffic rules. People can do everything on roads except the driving with sensible way.  Over speeding driving has become the fashion of the youngster which causes the injuries to the pedestrian as well as the other people driving on road. Besides this trendy young generation use the mobile phone while driving the vehicles. All these activities play havoc in the lives of the other people walking/ driving on the road. Most of the accident takes place due to self centred nature & behaviour coupled with drunken driving, using mobiles while driving  & no regards for traffic rules by the drivers. Reckless driving compels the pedestrian to walk on the footpath to the opposite direction of vehicle because they do not want to leave themselves to the mercy of the driver who can hit them from behind at any time. It is shocking to note that most of the drivers do not like to wear the helmet or attach the belt in car while driving. Here I would like to bring into your notice that cause of the death of satirist Jaspal Bhatti was that he had not fastened his rear seat belt. Had he fastened his rear seat belt, he could have survived in the car accident. In most of the car accident the occupant of rear car seat passengers who used to fasten their rear seat belts usually survive the accident. From this fact it is quite clear that neither the passengers nor the drivers are serious about their own safety, nor then we should not expect them that they will get the load of   the safety & security of others? When will we learn the proper civility or who will cultivate the driving discipline in our drivers to ensure the safety & security of everybody on the road? Can the police or the RTO whatever they are doing is sufficient & abundant to bring traffic chaos & anarchy to the screeching halt?  In this regards, RTO needs to put in place the transparent mechanism of training after which the necessary driving licenses should be issued or renewed. We know how the driving licenses are managed by the agents. Licenses must be issued by the RTO to only those who prove themselves to be mindful, heedful during trials of driving & qualify the test of being fully acquainted with the traffic rules otherwise the issuance of license in connivance or collusion of the traffic norms would be a license for a misadventure, catastrophe that will either afflict himself or become the cause of the suffering, mutilation & trauma to others? In this backdrop police as well as RTO should craft a blue print to keep a strict vigil all over such activities to get the offenders punished. Driving Licenses of incorrigible & defiant drivers must also be cancelled along with the confiscation of the vehicle that behave in irresponsible way & act in transgression of traffic rules. Besides, this people should also know that the Central Motor Vehicles Rules, 1989 which made it mandatory for makers of the vehicle to install the seat belts both in front and front-facing rear seats and Section 138 made it "imperative" for the driver and the persons seated in the front seat and front-facing rear seats to fasten their seat belts when the vehicle is in motion. Till 1994, the rules were restricted to front seat passengers. But in 2002, it was extended to rear seats. In this context most of the expert says that people are not fully aware of the rules that is why the legislation in this regard is not being enforced.
